Maine Department of Inland Fisheries and Wildlife 2008 MOSES Prize Giveaway

Eligibility and Drawing

1. The prize drawing is open to all legally valid raffle contest entries obtained by contestants’ purchase of any 2008 MDIFW license either online, through a MOSES license agent, and/or by the purchase of a 2008 Maine Moose Hunt Lottery chance online, or by registering for the 2008 Maine Any -Deer Permit drawing online. Official Entry will end at 11:59 PM on September 18, 2008. All entries must be done via either the MDIFW web site online sales or by using any participating MOSES electronic licensing agent according to the Rules and Regulations of the Maine Department of Inland Fisheries and Wildlife.

2. The 2008 MOSES prize drawing is open to all persons except those who are:

  • An employee of the Maine Department of Inland Fisheries and Wildlife, or senior supervisory employees of any MOSES online licensing partner/agent, as determined by the Commissioner of MDIFW.
  • Any spouse, child, brother, sister, parent or person residing as a member of the same household in the principal place of abode of any person employed by the Maine Department of Inland fisheries and Wildlife.
  • Anyone under 18 years of age at time of entry into the drawing.

3. An online license buyer, or MOSES system customer, made eligible for the drawing, per the above-mentioned criteria, does not need to be present at the drawing site in order to win or claim a 2008 MOSES drawing prize.

4. The 2008 MOSES drawing prizes shall be:

  • One (1) Grand Prize of a $2,000 shopping spree/gift card to Kittery Trading Post;
  • One (1) Grand Prize of a $2,000 shopping spree/gift card to L.L. Bean;
  • One (1) Grand Prize of a $2,000 shopping spree/gift card to Cabela's;
  • Thirty (30) second place prizes – one per eligible drawn entrant – of a 2009 Combination Hunting and Fishing License.

5. The 2008 MOSES prize winners will be required to complete and sign a Winner Claim Form and any other documentation requested by the Maine Department of Inland Fisheries and Wildlife. The total prize amount will not include minimum required State and Federal withholding tax. The winner will be responsible for any other taxes, if any, incurred in connection with the prize. In the event that a 2008 MOSES prize winner is found to have an outstanding debt that the MDIFW is required to set-off pursuant to the provisions of 19-A M.R.S.A. Section 2360 (1), and/or 26-M.R.S.A section 1051 (8), and/or any other provisions of law, then the debt shall be deducted from the prize.

6. The 2008 MOSES prize drawing shall take place at a location to be determined by the Commissioner of MDIFW on or before October 15, 2008. Winners will be notified within 30 days of the drawing.

7. In the event any of the selected winners are deemed by the Commissioner or his designee to be ineligible to receive a 2008 MOSES prize, that finalist shall not be entitled to any prize and another finalist shall be selected.

8. The Maine Department of Inland Fisheries and Wildlife or its MOSES Electronic License Agents shall not be held liable for any lost, misplaced, or stolen, prizes or promotion information.

9. The 2008 MOSES prize must be claimed within ninety (90) days after the anniversary prize drawing date. If a prize is not claimed within said time frame, it shall become an expired unclaimed prize and a new winner will be selected. The location for awarding the prize shall be determined by the commissioner and the prizewinner is responsible for all transport require to claim the prize.

10. At the sole discretion of the Commissioner or his designee, the drawing procedures may be modified at any time.

11. All persons submitting an entry to the drawing via the terms outlined above shall agree by the act of participation to be bound by these drawing procedures and rules.

12. The 2008 MOSES Grand Prize winners agree to be photographed and/or recorded and agree to allow any such photographs and/or recordings to be used by the Maine Department of Inland fisheries and Wildlife for publicity or marketing purposes. Winners acknowledge and agree that they shall receive no additional compensation for the use of such photographs and/or recordings.

13. The 2008 MOSES prize winners agree to the release of their names, hometowns, and likeness for use by the MDIFW for promotional purposes.

14. The Maine Department of Inland Fisheries and Wildlife accepts no responsibility or liability in connection with any injuries, losses or damages of any kind caused by or resulting from the acceptance, possession or use of any prize awarded hereunder.

15. The winner’s residency on a valid eligible entry is not limited to the State of Maine.

16. All Federal and State Laws apply.

17. All decisions of the Maine Department of Inland Fisheries and Wildlife are final.

Identifying Valid Entries for the 2008 MOSES Giveaway Drawing

1. A valid “raffle” entry is an electronic “ticket” produced from the Maine Department of Inland Fisheries and Wildlife’s electronic licensing systems database from which one winner will be selected using MDIFW’s random selection program, which is also used for Maine's Moose Hunt lottery winner selection, after the entrant’s purchase of one of the following:

  • 2008 license
  • 2008 Maine Moose Hunt Lottery chance
  • 2008 Maine Any-Deer Permit Lottery chance

The above-mentioned authorities or chances must be purchased via MDIFW online sales (MOSES System) or at a participating MOSES electronic licensing agent. No other type of license purchase or method of purchase other than the products and method of purchase listed above, will qualify as a legal entry into the drawing.

2. Promotion dates are December 10, 2007 through September 18, 2008.

3. Multiple qualifying entries may occur by buying separate eligible Licenses, Moose Hunt Lottery chances or by registering for the Any-Deer Permit Lottery on-line or at any MOSES electronic agent.

4. Eligible licenses purchased to obtain automatic entry into the drawing must be received in the MOSES electronic licensing system by 11:59 PM, September 18, 2008. Any Eligible Moose Hunt Lottery and/or Any Deer Permit Lottery generated entries must be completed by the respective deadline dates of those drawings to obtain automatic entry into the 2008 MOSES drawing. Any entries received after any deadline date will not be eligible for any prize.

The Maine Department of Inland Fisheries and Wildlife 2008 MOSES Giveaway Drawing

  • One (1) 2008 MOSES prize drawing will be conducted; and
  • One (1) entrant will be selected to win one (1) $2,000 Kittery Trading Post shopping spree/gift card; one (1) entrant will be selected to win one (1) $2,000 L.L. Bean shopping spree/gift card; and one (1) entrant will be selected to win one (1) $2,000 Cabela's shopping spree/gift card.
  • Thirty (30) entries will be selected each to win one (1) 2009 combination hunting and fishing
    license.

1. The Commissioner or his designee shall designate a MDIFW employee to serve as the Drawing Manager responsible for conducting the 2008 MOSES Prize Drawing and a Security Representative responsible for supervising and assisting with the drawing and a Witness to oversee this drawing.

2. The 2008 MOSES Prize drawing is the draw that results in the selection of one (1) winner of one (1) $2,000 Kittery Trading Post shopping spree/gift card, one (1) $2,000 L.L. Bean shopping spree/gift card, and one (1) $2,000 Cabela's shopping spree/gift cardand thirty (30) winners of one (1) 2009 combination hunting and fishing license.

3. A camera shall be used to record the grand prize drawing and the tape is the official draw tape. Any request to view the official grand prize drawing tape must be made in writing to the Security Representative.

4. On the day of the 2008 MOSES drawing, the Drawing Manager and the Security Representative shall inspect the drawing device and confirm that it is in good working order.

5. The official drawing program, device, or procedure shall be determined by the Commissioner.

The Drawing Manager (or designee) and Security Representative (or designee) shall transfer all eligible entries from the Moses system and the Lottery system to the electronic drawing system. After all eligible entrant lists are entered into the drawing program, the Draw Manager shall run the random draw program and verify one (1) winning entrant.

A drawing Witness Certificate must be completed and secured by the Draw Manager (or designee) once the draw has been completed.
